In 1979 he graduated from the Faculty of Law at Comenius University in Bratislava and started to work at the Institute of State and Law of the Slovak Academy of Sciences, where he worked until 1998, successively as an internal research student, member of research staff, and as the Head of the Department of State and Law. He became a Doctor of Law (JUDr.) in 1981 at the Law Faculty of Charles University in Prague, and he got the academic degree of Candidate of Sciences (CSc.) at the Institute of State and Law of the Slovak Academy of Sciences in 1984. In 2001 he was awarded a scientific degree Doctor of Laws (DrSc.) at the Charles University in Prague. Between 1990-1994 he was a Member of the National Council (Parliament) of the Slovak Republic for the Party of the Democratic Left. After returning to his former workplace he became deputy to the Director and subsequently Director of the Institute of State and Law of the Slovak Academy of Sciences.

He has been a member of the Research College of the Slovak and former Czechoslovak Academy of Sciences and Research Councils of several Law Faculties, and a Vice-president of the international association EUROPE 2000. He has also been a member of examining boards for post-graduate theses leading to the award of higher academic degrees.

He has published two monographs: State and Society (1989), Power and Law (1997) and dozens of scientific studies and articles, regularly reads his presentations on scientific conferences.
