Formerly professor in the Faculty of Law at Comenius University in Bratislava and scientist at the Slovak Academy of Sciences. Basic scientific orientation: criminology, criminal law, criminalistics. Author of monographs, papers, and articles in criminal and constitutional law.

From 1988 to 1989 he served as Minister of Justice. After November 1989, he was the first Chairman of the Coalition Government of National Understanding . He was elected to Parliament in 1990 and again in 1992, and served as Chairman of the Constitutional Drafting Commission of the Federal Assembly. In 1992 he became Deputy-Chairman of the Government of the Czech and Slovak Federal Republic.

He was appointed a Constitutional Court judge on January 21, 1993, and President of the Constitutional Court of the Slovak Republic on March 8, 1993.
